Two CEO's of worldwide hotels are trying to complete negotiations with Cuba's tyrannical regime to build two different resorts and still live to see their plans materialize. In doing so, they must accept and even enlist the support of the US Ambassador and various other government officials from both the US and Cuba. But, fate has a way of laughingly thwarting many of the best laid plans.
